Nottinghamshire County Council

Nottingham County Council have a portfolio of 60 water meters covering a range of buildings including council offices, leisure and youth centres, and libraries.

With Nottingham vulnerable to water scarcity in periods of drought, the council has committed to a 5-10% reduction in water consumption annually by 2030.

Most of the water meters in the portfolio have actual reads bi-annually, meaning that effective water management is not possible and the council is vulnerable to undetected leakage and wastage causing spikes in consumption and large, unexpected bills.

The results

- >80% successful first install rate
- Leakage identified immediately
- Immediate ROI

Challenges encountered

- Wholesaler loggers installed - data not being provided to the client
- Damaged meters - leaks on meters, broken meter faces, zero recording sites
- Access issues - meters in public highways, chambers inaccessible

Benefits to the council

- Actual readings means accurate invoices
- Easy leakage/wastage identification
- Supports the Council's environmental policies and carbon emissions reduction targets

What's next

- Request damaged meter replacement by wholesaler
- Ongoing monitoring of consumption through the online platform
- Maintain a full asset register including water meter locations

Following a tender process...

Deer Technology’s LimpetReaders were the chosen technology to improve the granularity of data and support the council in their reduction targets.

We carried out an install programme in August 2025, following water company approvals being granted to fit LimpetReaders at site.

The programme has delivered instant results and protects the bottom line for the council going forward. We will continue to support the programme through the provision of data to the council and their water retailer, and engage on a second round of installations once the damaged assets have been repaired.

I spotted a very high bill (c£12k) at one of our youth centres following the first round of reads we received from you. An investigation

I requested didn’t happen, but this month’s read confirmed the high usage so I went out to investigate yesterday and am certain there is a leak between the meter and building. The leak was costing roughly £2k per month, so this a real success for the system, thanks. Hopefully we can get some of those water costs back too.
